Fire researchers and CAL FIRE point to the same thing: homes are most often lost not to a wall of flame but to embers, which travel ahead of a fire and settle into whatever is combustible right against the house. Bark mulch, a wooden gate, a shrub touching the siding, all of it can catch and carry fire to the structure. The zone from zero to five feet around every wall, now widely called Zone 0, is the single highest-value area to harden.

California passed AB 3074 in 2020 and SB 504 in 2024, directing the State Board of Forestry to write an ember-resistant Zone 0 standard for the first five feet around homes in Very High Fire Hazard zones. As of spring 2026 that statewide standard is still a draft, not a finalized mandate, with enforcement expected to phase in after adoption. Some local governments have already moved ahead of the state, including San Diego. Treat Zone 0 today as strongly recommended best practice and a rule already arriving in some jurisdictions.
